What is HSTES Counselling 2026?

The Haryana State Technical Education Society (HSTES) is the official body that oversees centralised counselling for a wide range of professional courses offered by institutes across the state. These include undergraduate and diploma programs in Engineering, Architecture, Pharmacy, Management, and more.

Whether you're aiming for a BTech seat through JEE Main or a Diploma via qualifying merit, HSTES provides a single, streamlined platform for admissions. Eligible candidates must register, upload their documents, and participate in online choice filling as per their preferences and merit.

Types of HSTES Counselling Rounds

HSTES conducts its counselling in two distinct phases, based on candidate categories and reservation policies.

First Round of Counselling:
Open to all categories, including RoHC, HOGC, HGST, SC, SC-D, BC-A, BC-B, PH, ESM (all priorities), and FF. A horizontal reservation of 25% is applicable for female candidates across all categories.

Second Round of Counselling:
Categories are merged for simplified allotments: SC and SC-D become SC; BCA and BCB become BC; and all ESM priorities and FF are grouped. The 25% horizontal reservation for females remains applicable.

FAQs About HSTES Counselling

Are the SLAs guaranteed?

Yes, provided all required documents are complete and accurate at the time of submission.

How fast is disbursal after sanction?

Domestic: 24–48 hrs. Abroad: aligned with university timelines.

Can I track my application status?

Yes. You’ll receive regular updates plus access to our digital portal.

Is it mandatory to participate in every round of HSTES counselling?

No, candidates are not required to attend every round. However, skipping after seat allotment without reporting may lead to losing the seat and limited further participation.

What happens if I forget to lock my choices during counselling?

The system will automatically consider your last saved choices for seat allotment, but it may reduce chances of getting preferred options.

Can I upgrade my seat after accepting one in Round 1?

Yes, candidates can opt for upgradation in Round 2 if they report in Round 1 and select the upgradation option during physical reporting.

Is there a separate registration for each round of counselling?

Not always. Registered candidates may continue in later rounds, while fresh candidates may be allowed depending on rules.

What documents do I need to carry for physical reporting?

Originals and photocopies of Class 10 and 12 marksheets, JEE Main rank card, category certificate (if applicable), residence proof, and allotment letter.

I made a mistake while filling out the application form. Can I correct it?

Once submitted, edits are not allowed. Critical issues should be reported to the HSTES helpdesk immediately.

Is the counselling process different for TFW candidates?

TFW candidates follow the same process but must select the TFW category and provide valid income proof for eligibility.

How are inter-se ranks used during seat allotment?

Tie-breaking rules apply when ranks are same, based on subject marks or age, with preference given to older candidates in some cases.

Will I lose my seat if I don't report physically after allotment?

Yes, failure to report within the given time results in seat cancellation and reallocation to other candidates.

Can I participate in counselling without appearing in JEE Main?

No, a valid JEE Main scorecard is mandatory for B.Tech admissions through HSTES counselling.

How many choices can I fill during choice filling?

There is no strict limit. Candidates can fill multiple options to improve chances of preferred allotment.

Does HSTES conduct spot round counselling?

Yes, spot rounds may be conducted if seats remain vacant after official rounds, based on official notification.

What is the reporting time at the allotted institute?

Candidates must report during working hours within the specified dates mentioned in the allotment letter.

Can I change my allotted course after accepting it?

Direct change is not allowed, but candidates may apply for upgradation in subsequent rounds if eligible.

Is there a helpline for resolving HSTES counselling issues?

Yes, HSTES provides official helpline numbers and email support for technical and counselling-related issues.

Can I apply for both B.Tech and B.Arch through the same counselling?

No, B.Arch requires a separate counselling process with a valid NATA score.
