The registration for HSTES counselling 2025 is now open for BE/BTech, with Round 2 applications closed on July 10. The Round 1 seat allotment was also released on the same day. Counselling is being conducted for BE/BTech, BTech (LE), BPharm, BPharm (LE), BArch, and Diploma courses. What is HSTES Counselling 2025?

The Haryana State Technical Education Society (HSTES) is the official body that oversees centralised counselling for a wide range of professional courses offered by institutes across the state. These include undergraduate and diploma programs in Engineering, Architecture, Pharmacy, Management, and more.

Whether you're aiming for a BTech seat through JEE Main or a Diploma via qualifying merit, HSTES provides a single, streamlined platform for admissions. Eligible candidates must register, upload their documents, and participate in online choice filling as per their preferences and merit.

Types of HSTES Counselling Rounds

HSTES conducts its counselling in two distinct phases, based on candidate categories and reservation policies.

First Round of Counselling:
Open to all categories, including RoHC, HOGC, HGST, SC, SC-D, BC-A, BC-B, PH, ESM (all priorities), and FF. A horizontal reservation of 25% is applicable for female candidates across all categories.

Second Round of Counselling:
Categories are merged for simplified allotments: SC and SC-D become SC; BCA and BCB become BC; and all ESM priorities and FF are grouped. The 25% horizontal reservation for females remains applicable.

HSTES Counselling Eligibility 2025

Before registering for Haryana HSTES Counselling 2025, candidates should ensure they meet the eligibility criteria specific to their chosen program. The following section outlines course-wise eligibility, required qualifications, and the basis of admission.

1- B.E./B.Tech Counselling Eligibility

To be considered for admission to the first-year B.E./B.Tech courses through HSTES:

Educational Qualification:

  • You must have cleared 10+2 with any of the following subjects:
    Physics, Mathematics, Chemistry, Computer Science, Electronics, IT, Biology, Biotechnology, Informatics Practices, Technical Vocational subject, Agriculture, Engineering Graphics, Business Studies, or Entrepreneurship.
  • You should have scored at least 45% marks (or 40% for reserved category candidates) in the aggregate of these subjects.
    OR
  • Completed a DVoc course in the same or a related field.

Admission Basis:

  • JEE Main 2025 ranks will be used for seat allotment.

2- B.Tech (Lateral Entry) Eligibility

For direct entry into the second year of a B.Tech program:

Educational Qualification:

  • Passed a minimum 3-year or 2-year lateral entry Diploma in Engineering or Technology with at least 45% marks (40% for reserved categories),
    OR
  • Obtained a B.Sc. degree with a minimum of 45% marks (40% for reserved category), along with 10+2 having Mathematics as a subject.
  • Kashmiri Migrants are allowed a relaxation of up to 10% in cutoff marks, subject to minimum eligibility.

Admission Basis:

  • Merit list prepared by HSTES based on marks in the qualifying exam.

3- B.Pharm Counselling Eligibility

Those applying for B.Pharm under HSTES must:

Educational Qualification:

  • Have passed 10+2 from a recognised board with English, Physics, and Chemistry as compulsory subjects, and either Mathematics, Biology, or both as optional subjects.
  • Equivalent qualifications recognised by the Pharmacy Council of India are also accepted.

Admission Basis:

  • Based on the OCET-2025 inter-se-rank conducted by HSTES.

4- B.Pharm (Lateral Entry) Eligibility

For admission to second-year B.Pharm courses:

Educational Qualification:

  • You must have completed a Diploma in Pharmacy from an institution recognised by the Pharmacy Council of India under Section 12 of the Pharmacy Act.

Admission Basis:

  • Based on the qualifying exam merit (Diploma marks).

5- Diploma in Engineering Eligibility

To apply for the first-year diploma in engineering:

Educational Qualification:

  • Passed Class 10 (Matriculation) or an equivalent exam.

Admission Basis:

  • Admission will be based on a rank list prepared from marks in the qualifying exam.

6- Diploma in Engineering (Lateral Entry) Eligibility

For second-year entry into diploma engineering programs:

Educational Qualification:
You're eligible if you meet any of the following:

  • Passed 10+2 with subjects like Physics, Chemistry, Math, Computer Science, IT, Electronics, Biology, etc.
  • Completed 10 + 2 years of ITI in a relevant field.
  • Hold a NSQF Level 4 certificate in a suitable stream.

Admission Basis:

  • Based on inter-se-merit from marks in the qualifying exam.

7- Diploma in Pharmacy Eligibility

For admission into diploma-level pharmacy courses:

Educational Qualification:
Candidates must have passed 10+2 with Physics, Chemistry, and Biology/Mathematics from any recognised board or institution. The following are also accepted:

  • First year of a 3-year degree in Science
  • Intermediate Science Examination
  • 12 years of science education under Nepal's HSEB
  • Any other qualification recognised by the Pharmacy Council of India

Admission Basis:

  • A merit list based on aggregate marks in Physics, Chemistry, Biology/Math, and English in the qualifying exam.

HSTES Counselling Registration 2025

Every candidate seeking admission through HSTES must complete the online registration to be considered for seat allotment. The step-by-step process is outlined below.

Step 1: Visit the official portal:

Go to techadmissionshry.gov.in and begin your registration by selecting your desired course and entering details like your JEE Main roll number (as mentioned in your admit card). You'll also need to create a password to access your application dashboard.

Step 2: Fill out the online application form:

Once registered, proceed to complete the application form. The form will consist of seven sections, each requiring your personal, academic, and course-related details. Make sure all fields are filled correctly.

Step 3: Verify and confirm your details:

After completing the form, review all the information on the preview page titled "Registration Confirmation." If you spot any errors, use the "Edit Registration Details" option to make changes. Once everything looks correct, click on "Continue" to lock and confirm your registration.

HSTES 2025 Counselling Process

Admissions through HSTES are based on merit/rank in entrance exams (like JEE Main, NATA, OCET) or qualifying exam scores (for diploma and LE programs). Here's what you need to do:

Online Registration & Fee Payment 

Start by creating your profile on the HSTES counselling portal. You'll be asked to provide course-related details, including your JEE Main roll number (if applicable), and pay the counselling registration fee.

OCET for BPharm Applicants

If you're applying for BPharmacy, you'll need to appear for the Online Common Entrance Test (OCET). Admit cards will be issued in advance, and the test will be conducted as per the schedule.

Document Upload & Verification

Upload scanned copies of the necessary certificates. Officials will verify these, and only verified candidates will be included in the merit list (except B.E./B.Tech, which relies on JEE rank).

Merit List Announcement (Non-B.Tech courses)

HSTES Counselling 2025 Document Verification

Below is a list of certificates you may be required to submit. These should be uploaded during online registration and shown in their original form at the time of physical reporting.

Mandatory Documents

  • Class 10th & 12th Mark Sheets/Certificates
  • JEE Main / NATA / OCET Rank Cards (if applicable)
  • Parivar Pehchan Patra (PPP ID) — mandatory for all Haryana domicile candidates
  • Domicile/Residence Proof (for Haryana & RoHC categories)

Category-Based Certificates

  • Caste Certificate (SC/SCD/BCA/BCB) + Income Certificate (as per latest Govt. rules)
